Environmental Scan to Describe the Current Care Received by Frail Seniors in Canada
The specific objectives of the health administrative data analysis that will be conducted in BC are:
1) To develop and test an algorithm for identifying frail seniors using hospital separations and physician claims data.
2) To develop and test health service quality indicators for frail seniors using hospital separations and physician claims data (i.e. total number of inpatient days, rate of emergency department visits, family physician continuity, ICU admission rate, 7- and 30-day hospital readmission rate, and rate of undergoing non-beneficial medical interventions)
3) To measure health service use in a population of frail seniors (i.e. new admissions to hospital, use of provider services, and use of provider services by specialty)
4) To compare aggregate results with other provinces and also to qualitatively assess and compare extraction/data processing costs, data quality and availability, procedures for gaining data access, and time lines required to access data in compliance with ethics and privacy legislation.
