Research objective:

Open enrollment policy was introduced in British Columbia in 2002 and a major public school teachers strike occurred in 2014. We study how those events impacted independent schools in BC. Our objective is to provide new evidence of the effects on independent schools outcomes of: i) increased public school choice and competition; and ii) public school teachers strikes. Specifically, we will estimate the effects of open enrollment and strikes on school enrollment, revenue per student, spending per student and measure of school quality in K-12 independent schools.

Our research questions are:
How does increased public school choice and teachers strikes affect demand for private schools?
How does that demand shock translate into changes in enrollment, student achievement, school tuition prices and school quality?
