Data Access Feasibility and Cost Estimate Request Form

Thank you for your interest in applying for data though Population Data BC (PopData). We would be pleased to provide a feasibility and cost estimate letter to accompany your grant application. Please note that the feasibility and cost estimate letter is not a formal estimate; formal quotes are provided at the time of Data Steward(s) approval of the Data Access Request (DAR). Also please note that PopData does not adjudicate data requests; approval of DARs is granted by the specific Data Steward(s) involved in the application.

Before you complete the feasibility and cost estimate request, please visit our data available web page and review the data sets available for your request to see if the data you need is available through PopData or the Health Data Platform BC. Select the platform to which you will submit your Data Access Request. 

If you are interested in applying for data access through the Data Innovation Program (DI Program), please contact the Data Access Unit and DO NOT COMPLETE THIS FORM.

IMPORTANT! For projects that involve recruitment and linkage of Researcher-collected data to administrative data, please read the BC Ministry of Health (MoH) letter to Researchers, as well as the MoH Attestation faceplate before drafting your project specific consent form.

Please provide a description of your study population/cohort. 

How will you be defining your study population - will you be using data available from Population Data BC or Health Data Platform BC, or do you have a pre-existing file of study subjects? 

If you are using Population Data BC what are the defining criteria, will there be a comparison group? Will you create the study population by yourselves using Core Data or will you require PopData to create the study population on your behalf? 

Visit the PopData website or the HDPBC website for more information on Core versus Non-Core data. Core variables are included by default when a data file is approved: additional approval is required for Non-Core variables.

Please specify the PopData internally-managed or HDPBC Data Files and time period you intend to request and specify whether you requires Core Data only, or both Core and Non-Core Data (e.g. PharmaNet Core and Non-Core, 2009-2020, DAD Core only, 2015-2020.
E.g. Environmental data, Researcher-collected data etc. IMPORTANT: If you are intending to link Researcher-collected (primary) data to Population Data BC or HDPBC holdings YOU MUST follow the current consent form requirements prior to collection of data. If you are not intending to link external data, please enter N/A.

How will your data be provisioned and accessed?
Data is delivered using the Secure Research Environment (SRE) at Population Data BC at UBC, or the HDPBC Trusted Analysis Environment (TAE-BC), unless otherwise requested. A description of the SRE is available on our website

Data Stewards adjudicate opt-out requests on a case-by-case basis. To opt out of using the SRE for data delivery, data storage and security measures must meet the requirements for opt-out described in the Data Access Request (DAR) form.
