"I enjoyed the Health Evaluation course (PHDA 06). Although I am familiar with this subject area, I found the concepts were presented in an effective way. Over the 12 weeks, we put together a health evaluation proposal. Work from each weekly module contributed to this final project. This course provides an overview of the basic concepts and principles of monitoring and evaluating health services and programs. It covers:
- monitoring and evaluation planning
- research design
- measurement reliability and validity
- common data sources used
- the measurement of quality, effectiveness, efficiency and other outcomes
By the end of the course, you will be able to develop an evaluation of a health service or program to make recommendations for improvements and help decision-making.
We’ll explore a variety of monitoring and evaluation approaches and discuss standards of practice, ethical considerations and continuous learning in monitoring and evaluation. Special topics on cultural competencies will also be covered.
Develop a monitoring and evaluation plan that engages stakeholders; uses culturally appropriate, reliable and valid data collection tools; and facilitates use.
Differentiate monitoring and evaluation approaches and uses and identify considerations that influence the choice of approach.
Describe the role of theory in monitoring and evaluation and identify a theoretical basis for your evaluation plan.
Apply evaluation competencies and standards and appreciate ethical considerations throughout the monitoring and evaluation process.
Admission to the PSC in Population Health Data Analysis or permission of the Faculty Advisor.
Instructor: Marla Steinberg
Marla Steinberg has been a professional evaluator for over 25 years. She has conducted evaluations in a wide range of areas including early childhood development, health promotion, research capacity building, organizational development, leadership, partnerships and coalitions, health services, research impact, and knowledge transfer and exchange. Her work has examined strategies, policies and programs at the federal, provincial, and community levels. She has extensive experience in teaching and professional development that spans developing and delivering graduate level courses, in-service coaching support for health service professionals, in-person workshops, and e-learning courses. She brings to her work a passion for evaluation and a focus on engaging and experiential learning.
